Richard Mora

Chief of Party, El Salvador

Richard Mora serves as Chief of Party for Counterpart International’s USDA-funded Food for Education program in El Salvador, where he leads program execution, performance management, and government coordination to deliver results across education, nutrition, and food security. He focuses on aligning strategy, systems, and teams to ensure programs operate effectively and meet donor and national priorities.

With more than 19 years of international development experience, Richard brings deep expertise in managing complex, multi-sector programs and translating strategy into high-quality implementation. His background spans USDA, USAID, and Millennium Challenge Corporation programs, with strengths in program management, risk oversight, performance tracking, and cross-sector coordination.

Previously, Richard served in senior roles with the Millennium Challenge Corporation, including Deputy Resident Country Director in El Salvador, where he helped oversee implementation of a $277 million compact. He has also led regional portfolios and built systems to support execution, compliance, and data-driven decision-making in diverse operating environments.
