Mileydi Guilarte is an international affairs executive with multilateral and bilateral experience with an array of humanitarian, development, and diplomatic institutions ranging from the World Bank, UN agencies, and the U.S. government. Ms. Guilarte brings to Counterpart a portfolio of experience in strategic planning, project management, policy design and implementation, and oversight of complex bilateral and regional negotiations between  international NGOs, community-based organizations, and host governments.

Prior to joining Counterpart International as Country Representative for El Salvador in 2017, Ms. Guilarte was a White House official serving as the Director for the Central America Strategy. She also served in senior roles in the  U.S. Agency for International Development. Prior to her U.S. government experience, she worked for the United Nations in Timor-Leste and the Maldives on human rights and development issues.  She has also worked for the World Bank, the International Monetary Fund, and as a journalist for the Sun-Sentinel in South Florida.

  • Bachelor’s degree in journalism from the University of Florida
  • Master’s degree in International Peace and Conflict Resolution from American University
