Alicia Arias Salgado

Chief of Party, Ecuador

Alicia Arias Salgado is Counterpart’s Chief of Party in Ecuador. Salgado is a lawyer with more than 20 years of experience leading projects in democracy, organizational development, governance, judicial reform, civil society and conflict resolution.  She has worked in the private, nongovernmental and government sectors and has experience providing technical support in design and develop public policies, strategic work plans, implementing networks and managing projects for institutions such as the Work Bank, the Inter-American Development Bank, the United Nations, USAID and domestic implementing partners.  Before joining Counterpart, she provided management and technical support for the CSA Program in Ecuador implemented by Counterpart International where she worked on capacity building for civil society organizations and for the establishment of a enable legal framework for these organizations.    

Salgado has also developed program monitoring and evaluation skills and she has experience as a researcher, publishing several studies and articles in topics related to transparency and accountability for civil society organizations and constitutional guarantees. She is a certified mediator and has 10 years of experience as a professor at the Law School of the Universidad de las Americas and other universities lecturing on management of conflicts. She is also a trainer in civic participation, rule of law and organizational development. She speaks Spanish and English.
