Devin O’Shaughnessy

Sr. Director, Governance Practice Area

Devin O’Shaughnessy is Counterpart’s Senior Director of Governance Practice Area, leading the organization’s governance practice area. He has nearly 25 years of experience working in international development, with proven strengths in democracy and governance, civil society and parliamentary strengthening, organizational development, gender equality and inclusive politics, environmental democracy, and political party and electoral assistance, among other technical areas.

Before joining Counterpart in 2022, he was a Senior Strategy and Policy Advisor for the UK’s Foreign, Commonwealth, and Development Office, on secondment from his role as the Director of Strategy and Policy at Westminster Foundation for Democracy. While at Westminster Foundation for Democracy, he helped the organization significantly expand its programming and policy leadership, nearly tripling its country presence and helping transform it into a global leader in transparent and accountable governance, parliamentary strengthening, electoral integrity, and environmental democracy. Previously, O’Shaughnessy worked with the National Democratic Institute from 2007 to 2012, both abroad and at their headquarters. His last position with the institute was as Country Director in Indonesia, and previously acted as their Deputy Country Director for Afghanistan and Senior Program Manager for the Horn of Africa.
