Administration, Logistics & Outreach

 

In close collaboration with the United States Department of State Office of the Coordinator for U.S. Assistance to Europe and Eurasia (EUR/ACE), Counterpart International manages the administrative (1), logistical (2) and promotional (3) components of the SMTP program:

  1. Under the administrative component of the program, Counterpart works with applicants who seek to send humanitarian aid shipments to partner organizations in the countries of the former Soviet Union. All applicants must submit a 12-month plan for the proposed activities. Counterpart assists applicants through:
    • provision of the application forms;
    • guidance throughout the application process;
    • review of the application forms;
    • submission of the complete applications with recommendations to EUR/ACE; and
    • notification of the EUR/ACE decision on the application.
  2. Under the logistical component of the program, Counterpart works with the applicants whose projects have been approved by EUR/ACE. Counterpart provides complete management and facilitation of transportation logistics, including:
    • review of the applicants' transportation requests;
    • submission of the completed transportation requests with recommendations to EUR/ACE;
    • scheduling of loads;
    • arranging of load inspections;
    • guidance throughout the shipment process;
    • management of documentation, communication, and shipment tracking;
    • provision of online shipment tracking tool; and
    • notification of shipment arrivals.
  3. Under the promotional component of the program, Counterpart organizes and conducts annual domestic and international humanitarian aid conferences for current and potential applicants and recipient organizations. The conference objectives include reviewing program policies and procedures, announcing changes, and discussing transportation issues.  Participants have an opportunity to share experiences, network with peer organizations, and interact with representatives from the U.S. Department of State and transportation companies.
