CHAP

 

CHAP is a U.S. Department of State-funded, rapid response humanitarian commodity distribution program that addresses critical needs of vulnerable populations. Through the program Counterpart International provides target groups with in-kind assistance such as food, clothing, bedding, hospital equipment and supplies and pharmaceuticals. From conducting needs assessments to monitoring end-use, CHAP acquires, stages, transports, receives, distributes and accounts for the use of donated items.

CHAP conducts a thorough regional needs assessment to identify eligible local recipients and their specific material needs. Field personnel travel to target areas to work with local partners in performing local assessments to identify, compile and prioritize those needs.

As a result of such thorough needs assessments, Counterpart's humanitarian assistance programs are demand driven. Individuals, groups and corporations have the opportunity to donate only the items that meet the actual needs of recipients. Contributions are never based on what someone wants to give away, but rather on what someone needs to receive.

Counterpart acquires humanitarian assistance for CHAP using two primary sources: government excess property and private donations. We obtain the vast majority of government excess property from Department of Defense (DoD) bases located throughout the United States, Western Europe and Asia. Through a network of US-based personnel and our network of inspectors, we visit, screen, inspect and load basic humanitarian aid into sea containers. Our warehouse facilities are located in Goldsboro, North Carolina.

On an annual basis, Counterpart delivers approximately $70 million in humanitarian assistance commodities to support a wide range of community-based programs worldwide. These commodities include such items as medical supplies, medical diagnostic equipment, clinical furniture, pharmaceuticals, school supplies, clothing, beds and bedding, food and temporary shelter such as tents.
