Program Objective
The Small/Medium Transportation Program (SMTP) seeks to improve the quality of life of the vulnerable populations in the NIS countries during the difficult transition to a democratic, free market system. The program achieves its objective through enhancement of capabilities of the eligible organizations to transport critically needed humanitarian aid to the underserved populations of the former Soviet Union.

Counterpart International's (Counterpart) SMTP is funded by the United States Department of State Office of the Coordinator for U.S. Assistance to Europe and Eurasia (EUR/ACE) under its Operation Provide Hope program.
The SMTP program supports small to medium sized non-profit organizations with transportation assistance to ship urgent humanitarian aid in 40-foot ocean-containers. The program currently supports more than 60 US-based nonprofit organizations in their humanitarian activities in nine countries in the Newly Independent States (NIS).
Communities in the United States and in the former Soviet Union that are involved in the program work together to improve the quality of life of vulnerable populations in NIS countries during the difficult transition to a democratic, free market system.
During the past 12 years that Counterpart has been administering the SMTP, over 1,575 sea containers of critically needed humanitarian commodities (food, clothing, footwear, medical supplies, medical equipment, hygiene supplies, shelter items, etc.) valued at approximately $160 million dollars were delivered to the orphaned, ill, disabled, elderly and poor throughout the former Soviet Union countries.
