Community & Humanitarian Assistance Programs (CHAP) |
CHAP is a US State Department-funded, rapid response humanitarian commodity distribution program that addresses critical needs of vulnerable populations. Through the program Counterpart International (Counterpart) provides target groups with in-kind assistance such as food, clothing, bedding, hospital equipment and supplies and pharmaceuticals. From conducting needs assessments to monitoring end-use, CHAP acquires, stages, transports, receives, distributes and accounts for the use of donated items.
CHAP conducts a thorough regional needs assessment to identify eligible local recipients as well as specific material needs of the recipients. Field personnel travel to target areas to work with local partners in performing local assessments to identify, compile and prioritize a region's or a specific organization's material needs.
Because of such thorough needs assessments, Counterpart's humanitarian assistance programs are demand driven. Individuals, groups and corporations have the opportunity to donate only the items that meet the actual needs of recipients, so humanitarian contributions are never based on what someone wants to give away, but rather on what someone needs to receive.
CHAP acquires humanitarian assistance using two primary sources: government excess property and private donations. We acquire the vast majority of government excess property from Department of Defense (DoD) bases located throughout the United States, Western Europe and Asia. CHAP utilizes a network of US-based personnel and our network of inspectors to visit, screen, inspect and load basic humanitarian aid into sea containers. CHAP utilizes warehouse facilities in Goldsboro, North Carolina.
On an annual basis, Counterpart delivers approximately $70 million in humanitarian assistance commodities to support a wide range of community-based programs worldwide. These commodities include such items as medical supplies, medical diagnostic equipment, clinical furniture, pharmaceuticals, school supplies, clothing, beds and bedding, food and temporary shelter such as tents.

Small Reconstruction Projects (SRPs)
As a subset of CHAP, SRPs address urgent humanitarian issues and improve the standard of living of beneficiaries by providing access to facilities and amenities that were previously lacking and/or by reconstructing and re-establishing sections or aspects of existing buildings.
