Commodity Needs Assessment (commodity and infrastructure)

 

Counterpart International conducts thorough regional and local needs assessments to identify eligible local recipients as well as their specific material needs. Our field personnel travel to target geographic areas to identify, compile and prioritize a community or specific organization’s material needs. In addition to the usage of questionnaires, CHAP also conducts field interviews during site visits to determine the recipient's qualifications to participate as an end-user or as a commodity distribution partner. CHAP obtains and verifies information about previous donations while assessing the urgency of current needs as well as the organization’s willingness and ability to abide by CHAP regulations and reporting requirements.

Field offices maintained by CHAP in the Newly Independent States (NIS) provide a continuous presence in the region and ensure a quick response to local requests for aid and emergency situations. CHAP also coordinates closely with U.S. government officials to guarantee that CHAP’s work under U.S. government sponsorship is consistent with priority areas identified by the U.S. government. In addition, Counterpart seeks to develop relations with other U.S. government contractors, grantees and local organizations in order to avoid duplicating efforts and to address multi-sectoral needs that might otherwise be missed.
