Counterpart International is currently implementing the Support to the Electoral Process in Afghanistan (STEP) program, working to promote democratic electoral principles in Afghanistan through a comprehensive and multi-level voter and civic education program. The civic education program aims at educating people in various sectors of the potential voting population of Afghanistan, with particular emphasis on youth (ages 16-25), religious and tribal leaders, people with disabilities, and women. The civic education program supports extensive community outreach through existing social infrastructure with particular emphasis on voter rights and responsibilities. STEP has also promoted these lessons through 26,000 minutes of PSAs, roundtables, and radio dramas that aired national and local radio. So far, STEP has reached more than 2.5 million Afghans in approximately 11,000 villages throughout the country.
PURPOSE OF ASSESSMENT:
Counterpart is considering commissioning an impact evaluation of our civic education interventions in Afghanistan. The evaluation will be comprised of a survey and will aim to measure the impact of civic education activities on the following:

Level of knowledge of STEP civic education topics, such as
- Islam and democracy;
- Role and responsibilities of the National Assembly
- Role and responsibilities of the Government
- Role and responsibilities of the Judiciary
- Elections
- Women and Society
- Level of citizen’s interest in political processes and their level of political participation
- Level of engagement in the election process of fall 2010 (through registration, voting, filing complaints and election observation, among others)
- Perceptions of women’s role in political processes
- Effect of the media (radio broadcast and printed materials) on citizen’s knowledge and perceptions of key civic education concepts
- Impact of civic education activities on social behavior.
CONTRACTOR QUALIFICATIONS:
Counterpart is seeking proposals from qualified Afghan and international research firms and organizations. Proposals can be submitted by a single implementer or a consortium of two partners. Required qualifications include:
- Expertise in program/impact evaluation methods
- General expertise in civic education programs and electoral behavior
- Expertise in survey design and sampling
- Experience in conducting survey fieldwork in Afghanistan
- Superior skills in advanced statistical analysis
- Excellent report writing skills in English.
